Images
1. Keep it small, like 10-12KB per picture. Yes, depending on the source, the number of cable users is growing. However, long-to-load sites are still very disappointing, even if you have a T1. And huge images are a primary reason of long loading times. It's easy to revise your graphics.
2. Be sure ot use graphics that match the context. Only because you made an adorable photo of your dog doesn't mean you can have it on your Web site about Database Development. The main exception I would make applies to "design" images. These are pictures or icons that build up the design of the page, and are not meant to illustrate the content.
3. Do not use images that blink or flip or glitter or rotate or are in any way inconstant on your site. Or use them niggardly. Recent researches indicate that flashing graphics are disturbing and annoying to users. Actually, in one study group I've seen the browsers manually hide animations so that they would be able to read the rest of the page.

Layout
4. Use classic layouts. I've been over some pages that use 6 or 8 frames on one page. Another site had a layout which made users scroll to the right to read everything on the page (but they never scrolled down). These layouts are cute, and you will certainly think they are fun to build, but they will drive your users crazy. The reason that the 3-column layout is so common on Web sites and press is because it works. You certainly think it's boring, but you'll keep more readers if you stick with something simple that they actually know.
5. Use your graphics as elements in your layouts. Images can be something more than just graphics when you use them as rightful parts in your layouts. An easy example is when you wrap text around an image, but any graphic you have on your page is a layout part and should be treated as one.
