Graphics
1. Keep it small, about 10-12KB per picture. Yes, considering the source, the percent of broadband users is going up. But long-to-load sites are still really annoying, even if you have a T1. And giant graphics are a first cause of slow pages. It's easy to revise your graphics.
2. Always use graphics that fit the context. Just because you made an adorable picture of your cat doesn't mean you should have it on your Web site about Database Development. The only exception you would make to this is for "design" graphics. These are photos or graphics that build up the visual appearance of the site, and are not intended to illustrate the subject.
3. Never use images that flash or flip or glitter or rotate or are in any way inconstant on your page. Or insert them sparingly. Recent studies indicate that animated graphics are disturbing and irritating to users. In fact, in one focus group I've seen the browsers manually hide flashing graphics so that they could read the rest of the page.

Layout
4. Stick with standard layouts. I've been over some sites that use numerous frames on one page. the other page used a layout which made users scroll horizontally to see everything on the page (but you never scrolled vertically). These layouts may be cute, and you might think they are fun to build, but they will make your readers crazy. The reason that the 3-column layout is so popular on Web sites and press is because it works. You certainly consider it to be boring, but you'll keep more readers if you use something intuitive that they can understand.
5. Treat your images as elements in your layouts. Graphics can be something more than only graphics when you apply them as rightful parts in your layouts. An extreme example is when you wrap text around an image, but any image you place on your site is a layout element and has to be treated as one.
