When is the last time you saw a Web site in black and white?
Color is one of the most important parts of the repertoire of a typical Web designer, and yet many designers don't realize that the colors they choose may may have a much more dramatic effect than they think it does. Colors are an element of design that people react to on an organic level. Usually, they don't understand they are affected by it. For example, in the U.S. many health care centers dress their nurses in light blues and pale pinks. This is because these are cool, relaxing colors, and upset patients calm down a bit when look at them. Once you get to know your audience make up you can pick a color mode that works for them.
When picking the colors for your Web site, you need to first (as always) consider your audience. Is it a global audience? Is it primarily Western? Eastern? Are they older? Younger? What gender? All of these things, and a lot other should be considered when making color selections for your site.

Ethnical Differences
Colors gain symbolism with ethnical references in the culture you grew up in. Depending on the the culture, colors can have the opposite meanings and actually cause problems for your project. For instance, in the Asian cultures, white is the color symbolizing funerals while in the European cultures white is the symbol of Weddings. If you intend to design a Wedding site meant for an Eastern audience and you picked white as a base color, you are disturbing the people you're trying to appeal to.

Age Differences
Young individuals tend to prefer brighter colors, while adults usually choose softer colors. If you're designing to an audience of children and you're selecting dull pastels and grayscale colors, the adults might like it, but the kids will be gone by the time the page loads.

Class Differences
Marketing surveys in the America has shown that working class individuals tend to like colors that can be named: like blue, red, green, etc. While more highly educated classes tend to like colors that are more obscure: like turquoise, azure, mauve, etc. This is why Target does their store logo in bright red.

Gender Differences
In many nations, males usually prefer cold colors (blues and greens) while females tend to prefer warmer colors (reds and oranges). European men are also more common to be color blind and so not able to tell apart some of the differences in color on Web pages.

Current Trends
Colors, like all the other aspects in design, undergo ins and outs in fashion. Solid black Web sites were at the top a couple of years ago, and now you rarely see it at all (but it will certainly come back into style sooner or later). Colors also tend with the seasons, meaning, the designs picture the season they were built in: winter blacks, whites, and grays; spring flushes with greens and pinks; summer yellows; fall browns and copper.
