When When was the last time you saw a monochromatic Web site?
Color is vital to the repertoire of a typical Web designer, however many designers don't understand that the colors they pick may may have a much more dramatic effect than they realize. Colors are a design tool that impacts people on an organic level. Usually, they don't realize they are reacting to it. For example, in the U.S. many health care centers dress their nurses in light blues and pale pinks. This is because these are cool, relaxing colors, and angry patients relax a bit in their presence. Once you get to know your users make up you can create a color scheme that suits them.
When selecting the colors for your Web page, you need to first (as always) think of your audience. Is it a worldwide audience? Is it primarily Western? Eastern? Are they older? Younger? Male? Female? All of these things, and a lot other should be considered when making color choices for your Web site.

Cultural Differences
Colors obtain symbolism through cultural references in the culture you were brought up in. Depending upon the culture, colors can have very different meanings and even be a source of problems for your site. For example, in the Asian cultures, white is the color symbolizing funerals while in the West white is the symbol of Weddings. If you intend to design a Wedding site meant for an Asian audience and you picked white as a base color, you are disturbing the people you're trying to reach.

Age Differences
Young people tend to prefer bright and juicy colors, and adults usually choose more subdued colors. If you're designing to an audience of children and you're selecting dull pastels and grayscale colors, their parents might like your work, but the kids will be long gone before the page finishes loading.

Class Differences
Recent surveys in the United States has determined that working class individuals tend to like colors that have simple names: like yellow, red, green, etc. While more highly educated classes usually like colors that are more complex: like turquoise, jade, lilac, etc. This is why Target designs their store logo in bright red.

Gender Differences
In many cultures, males usually like cooler colors (blues and greens) and women choose warmer tones (reds and oranges). European men are also more likely to be color blind and so not able to see some of the differences in color on Web pages.

Current Trends
Colors, like all the other aspects in design, undergo ins and outs in fashion. Black Web sites were all the rage a few years ago, but now you hardly see it at all (but it will surely come back into style sooner or later). Colors also change with the seasons, meaning, the designs picture the season they were built in: winter blacks, whites, and grays; spring greens and bright colors; summer yellows; fall reds and golds.
