Graphics
1. Think compact, like 10-12KB per picture. Yes, considering the source, the number of broadband users is growing. But long-to-load pages are still very disappointing, even if you use a T1. And huge graphics are a first reason of long loading times. It's simple to optimize your images.
2. Always use graphics that match the content. Only because you have a nice picture of your dog doesn't mean you should place it on your page about Web Design. The main exception you can make to this is for "design" images. These are pictures or graphics that build up the design of your page, and are not intended to illustrate the subject.
3. Never insert images that flash or flip or change or rotate or are in any way inconstant on your site. Or insert them niggardly. Multiple researches demonstrate that animated graphics are distracting and annoying to people. Actually, in one focus group I watched the browsers manually cover up flashing graphics so that they could read the other content on the page.

Layout
4. Stick with standard layouts. I've been over some pages that have numerous frames on one page. the other page had a layout where you had to scroll horizontally to see everything on the page (but they never scrolled down). These layouts may be cute, and you will certainly think they are interesting to build, but they will drive your readers crazy. The reason for the 3-column layout being so common on Web sites and press is because it works. You sure consider it to be boring, but you'll keep more audience if you use something intuitive that they can understand.
5. Use your graphics as elements in the layouts. Images can be something more than only images when you apply them as actual parts in your layouts. An easy example is the word wrap done around an image, but any graphic you place on your page is a layout element and has to be treated as one.
